After record-setting rain in 2010 and heavy snowfall through the winter, the Saskatchewan Watershed Authority started the first-ever winter releases from the Rafferty Reservoir for spring flood protection, going to 450 cfs (cubic feet per second.) In the U.S., FEMA responded by holding flood insurance meetings with communities along the Mouse River. In Velva, the city commission continued its struggle with levee certification.
