County commission accepts landfill bids

When a county project is necessary to comply with state regulations, but is also not budgeted for the current year, what is the action that should be taken?
This was the question the Mercer County Commission needed to wrestle with as they decided on how to approach awarding bids for a closed cell capping project at the Mercer County Landfill.
During their May 1 meeting, eight bids were opened from contractors hoping for their chance at the work. The cost estimates ranged from Unlimited Excavating at $156,700 to Central Specialties at $344,500, with an engineer’s estimate at $228,800.
Only two of the bid came in under the estimate, with Guthmiller & Sons Dirtworks Inc. at roughly $20,000 under that number. Unlimited Excavating had by far the lowest bid, prompting a desire to review the bid to make sure the numbers were correct and the scope of the project was understood.
