Work to start on Hensler Road

Jim Jackson and Terry Fasteen of KLJ appeared before the Oliver County Commission to provide an update on the Hensler Road overlay project. Requests for bids will be published and distributed to qualified contractors, with bids due on April 25 to allow for selection of a contractor at the May commission meeting. Estimated project costs are just under $2 million, with the county’s cost share at 10 percent. The remaining costs will be paid by state and federal transportation funding programs.
“The cost hasn’t changed a great deal from the original estimate,” Jackson noted, providing commissioners with a handout that listed estimated materials quantities and equipment and labor hours.

BNI road closure
Jay Volk and Mike Heger of BNI Coal appeared before the commission to discuss the draft road closure agreement approved by the commission at its March meeting. BNI requested three modifications: requesting that only the county be able to initiate a request to build a new road should one be needed; suggesting a 10-year timeframe for identifying that need; and including wording to the effect that any road to be built would be equivalent in nature to that which was taken out.
The commission rescinded the agreement originally submitted to Minnkota and voted to accept the revised agreement.  County Attorney John Mahoney was asked to make the changes and provide copies for both parties’ signatures. One the agreement was signed, the commission voted to accept BNI’s road closure petition as submitted at the Dec. 9, 2013 meeting.
